ASSP ’12-’13 budget approved by Senate

Allocated funds SET AT $730,000 FOR THIS YEAR

Senate approved the 2012-2013 ASSP allocation budget at Monday’s Senate meeting.

The senators approved the $730,000 budget for the year. Last year, the 2011-2012 budget was $712,000.

The money for the allocation funds comes from the ASSP fee of $80 charged each quarter to every full time student.

The Allocation Board, according to the ASSP constitution, consists of the ASSP vice president of finance, the ASSP president, two ASSP senators, the chief Student Life officer, the ASSP faculty liaison and an administrative representative.

The Allocation Board reviews the proposed budget for the year and then approves the amount they think is appropriate. The budget approved by the Allocation Board then goes to Senate to be approved or amended.

According to the constitution, the board is designed to advise and recommend ASSP Senate on the “allocations of service compensation.”

Vice President of Finances senior Jacob Redding said in the meeting that the Allocation Board was conservative in their budget proposal.

During the meeting, Senate amended the budget to reallocate $700 from the Club Executive budget to a new fund for Club Executive Jenica Baldwin.

The amendment was passed. Redding, Vice President of Campus Activities Toms Lee and junior Laura Nile abstained from voting.

All in Senate approved the budget except Sophomore Adam Hutchinson.

Hutchinson said he thought the funds could have been more appropriately allocated.

Hutchinson in the meeting said he wanted Senate to pay attention to where funds were going, specifically service compensated positions.

“My only concern with this budget…is the fact that there are places that overlap,” Hutchinson said, “especially with payroll…not to say that I don’t support this budget.”

Last week, Senate called for a closed session when making amendments and discussing the budget the Allocation Board approved.

For the ASSP Student Senate fund, the Allocation Board approved $3,700. In the final approved budget, the fund was set at $3,740, according to documents passed out at Senate. The fund for ASSP vice president of ministries was approved at $8,500 by the Allocation Board, but in the final budget passed by Senate, the fund was set at $8,800.

A two-thirds vote is required to amend the Allocation Board proposed budget.

Before approving the budget, Senate looked at three proposals.

One proposal was a club-funding proposal for the event Club Soul put on by Mosaic.

Ashley “Charlie” Lyons asked for $578.30 after saying she could reduce the budget from $823.30.

Lyons also spoke on behalf of the Black Student Union president Quinten Branch to get funding for sweatshirts. In the proposal, the BSU would borrow $919.32 from ASSP for sweatshirts and sell them for a profit. The proposal passed.

The Future Educators’ club submitted a proposal for money to buy movie-screening rights from First Run Features and snacks for an event they were hosting. The proposal was approved.
